Incoming Portability

Portability in the Housing Choice Voucher (HCV) Program allows a family to transfer (“port”) their rental assistance to a location outside the jurisdiction of the Public Housing Agency (PHA) that originally issued the voucher (the initial PHA). 

The PHA that administers your assistance in the new location is called the receiving PHA. 
  • New families are generally required to live in the initial PHA’s jurisdiction for one year before porting. 
  • However, the initial PHA may allow portability before the one-year period ends. 

Portability FAQs

After DBHA gets your portability paperwork, we will contact you by email or phone to let you know we received it.

We will also tell you the date and time of a required portability briefing. This meeting is mandatory and explains your next steps.

Your current Housing Authority must send HDB a complete portability file, which includes:

  • Form HUD-52665
  • A copy of your Housing Choice Voucher
  • A copy of your most recent HUD-50058 form
  • Your contact information
  • Proof of income

Once DBHA receives all required documents, we will contact you within 10–14 business days.

Please make sure all information is current and correct to avoid delays.

The Housing Daytona Beach (HDB) only provides Housing Choice Voucher (HCV) assistance in the following cities and areas:

  • Ormond-By-The-Sea
  • Ormond Beach
  • Holly Hill
  • Daytona Beach
  • South Daytona
  • Daytona Beach Shores
  • Port Orange
  • Ponce Inlet
  • New Smyrna Beach
  • Edgewater
  • Oak Hill

⚠️ Important: DBHA does not manage vouchers outside these areas.
Before signing a lease, make sure the rental unit is inside HDB’s service area.

After you sign a lease and the Housing Assistance Payments (HAP) Contract is approved:

  • DBHA will notify your original Housing Authority

  • DBHA will continue to bill your original Housing Authority for your voucher assistance

Yes. Before moving, you should learn about: Jobs and employment options:
  • Childcare
  • Cost of living
  • Rent prices
  • Schools

Neighborhood safety You should also make sure you have enough money and support to help you during the move.

You must have at least 45–60 days of search time remaining on your voucher when you port to HDB.

No. HDB will not add household members when you first arrive.

Any household changes must be completed with your current Housing Authority before you port.

Yes. You should plan to have temporary housing for 45–60 days while you search for a rental unit.

Delays may happen due to:

  • Limited rental options
  • Inspections
  • Security deposits
  • Transportation
  • Landlord participation

No. DBHA does not provide security deposit assistance.

You are responsible for paying the full security deposit directly to the landlord.

If you move into a unit before it passes inspection:

  • HDB cannot start paying assistance

  • You will be responsible for all rent owed until the unit is approved
