Portability Information – Housing Choice Voucher Program

The Daytona Beach Housing Authority (DBHA) is not absorbing vouchers. We are billing only for portability cases.

If you are interested in moving to the Daytona Beach area using your Housing Choice Voucher, you must first contact your current Housing Authority and request to “Port Out.”

What Happens Next

Once DBHA receives your portability documents, you will receive either an email or a phone call confirming receipt of your paperwork and providing an appointment notice to attend a mandatory portability briefing.

Documents Required From the Initial Housing Authority

Your current Housing Authority must send the complete portability file to DBHA, including:

  • Form HUD-52665
  • Copy of the voucher
  • Copy of the most recent Form HUD-50058
  • Voucher holder contact information
  • Copies of income verification documents

DBHA will contact the voucher holder within 10–14 business days after receiving a complete file. Please ensure all information submitted is current and accurate.

⚠️ DBHA will not make any changes to family composition until after lease-up.

After Lease-Up

Once the voucher holder:

  • Signs a lease in Daytona Beach, and
  • A Housing Assistance Payments (HAP) Contract is executed,

DBHA will notify the initial Housing Authority.

What Is Portability?

Portability in the Housing Choice Voucher (HCV) Program allows a family to transfer (“port”) their rental assistance to a location outside the jurisdiction of the Public Housing Agency (PHA) that originally issued the voucher (the initial PHA).

The PHA that administers your assistance in the new location is called the receiving PHA.

  • New families are generally required to live in the initial PHA’s jurisdiction for one year before porting.
  • However, the initial PHA may allow portability before the one-year period ends.

  • Daytona Beach
  • South Daytona
  • Daytona Beach Shores
  • Port Orange
  • Ponce Inlet
  • New Smyrna Beach
  • Edgewater
  • Oak Hill

⚠️ Important: DBHA does not administer vouchers outside of these areas. Voucher holders should confirm that any unit they are considering is located within DBHA’s jurisdiction before entering into a lease or rental agreement.

Portability FAQs – Daytona Beach Housing Authority (DBHA)

What happens after I lease a unit in Daytona Beach?

Once you sign a lease in Daytona Beach and a Housing Assistance Payments (HAP) Contract is executed, DBHA will notify your initial Housing Authority. DBHA will continue billing your initial Housing Authority for your assistance.

Do I need to research the area before moving?

Yes. Families are strongly encouraged to research employment opportunities, childcare, cost of living, rental rates, schools, and neighborhood safety before relocating. You should also consider whether you have sufficient financial resources and support during the transition period.

How much voucher search time do I need?

You must have at least 45–60 days of search time remaining on your voucher when porting. DBHA will not add household members when you first arrive. Any household changes must be completed with your current Housing Authority prior to porting.

Do I need temporary housing when I arrive?

Yes. You should be prepared to secure temporary housing for 45–60 days while searching for a unit. Delays may occur due to unit availability, affordability, inspections, security deposits, transportation, or landlord participation.

Does DBHA provide security deposit assistance?

No. DBHA does not provide security deposit assistance. Voucher holders are responsible for paying any required security deposit directly to the owner.

What if I move into a unit before it passes inspection?

If you move into a unit before it passes inspection, DBHA cannot begin assistance payments until the unit passes. You will be responsible for any rent owed to the owner before approval.
